建议中提到，作为全球单体吞吐量最大的集装箱码头之一，盐田港是华南区域２０万吨级超大型集装箱船的首选港，承担着深圳港１／２的集装箱吞吐量、全省１／３的外贸进出口量、全国对美贸易１／４的货物量，为巩固深圳作为亚太地区重要航运枢纽地位发挥了重要作用

但近年来，港口吞吐量增速放缓、港口产业偏向低端、临港经济培育不足、港城矛盾突出等系列问题，制约了盐田港迈向国际航运枢纽的建设步伐在盐田区和盐田港集团通力合作的基础上，孙波建议政府部门进一步加强顶层设计，构建统筹协调机制，把盐田港作为深圳积极参与构建新发展格局的重要节点、城市经济社会发展的重要战略支点来规划，加强规划引导和资源整合，促进多方利益主体共同发力，形成建设合力

孙波同时建议政府部门加大港口体系建设的支持力度，包括盐田港东港区３个２０万吨级深水泊位、深水航道及深水锚地、港口信息化的建设，以及大力发展组合港、内陆港，试行“一次申报、一次查验、一次放行”政策，扩大国内、国际中转业务，全面增强盐田港辐射带动能力

在打造航运产业体系方面，建议政府部门出台支撑现代航运服务业的相关政策，整合空间资源，大力发展航运融资、保险、结算，航材租赁、船舶交易和航运仲裁等高端产业；推动盐田综合保税区“２１条”政策落实落地，支持跨境电商、保税研发、保税租赁、再制造业等“保税＋”高端业态发展；同时，加快盐田河临港产业带建设，大力发展临港贸易业态，以冷链为突破口，开展冻品冷藏加工、展示交易、冷链配送等上下游业务，构建冷链整体生态链
