9月27日，盐田港集团与绥芬河市政府签署了战略合作协议黄士伟表示，绥芬河希望与盐田港集团强强联手，引进盐田港在综保区等方面的管理经验，打造绥芬河“一区一城一主体”模式，推进绥芬河综保区和自贸片区的建设，加强在木材、粮食等大宗商品贸易的合作
